Description:
Retrieve the real-time foreign exchange rate from Infinia system.
The user can either specify a baseCurrency & quoteCurrency pair or leave them empty to return all supported currency pairs.

The request must satisfy one of the following conditions: 
️1. Both baseCurrency and quoteCurrency are provided → return the specified currency pair
2. Both parameters are omitted → return all supported currency pairs

If only one parameter is provided, the request is invalid.
